Americans are initially put off by the service they receive from Italian waiters who do not flock to their tables within our standard 2-3 minutes to take drink orders. For Italians, this is customary. Why should one be rushed into deciding upon their drinks when "drinks" almost inevitably consists of one of the vast varieties of wine offered from the bounties of its land. And since that wine will go appropriately matched to the meal, the mentality could be summed up with the question "how could you possibly order wine before you know what you want to eat?"
